Start with discoverability, not headline risk
Most leadership conversations about Microsoft 365 Copilot start with a familiar question: does Copilot create new access to data? Microsoft’s own architecture guidance is clear that Copilot works within the user’s existing permission boundary and uses Microsoft Graph and grounded context to respond in-app. That matters, but it is only the first half of the security question. The harder question is what users can now find, summarise, and combine far more quickly than before.
For a CISO, that changes the framing. The risk is often not unauthorised access in the classic sense. The risk is accelerated discovery of data that was technically available but operationally buried across SharePoint, Teams, Exchange, and OneDrive. Copilot can surface content that users already had permission to see, but would never realistically have pieced together by hand. That is where oversharing, weak site hygiene, and badly scoped collaboration spaces become security issues instead of housekeeping issues.
Ask whether identity controls are ready for faster access
The next question is whether the organisation’s identity model is strong enough to support an AI layer operating at speed. Microsoft states that Copilot honours Microsoft Entra permissions, Conditional Access, and multifactor authentication. That means weak identity foundations are not bypassed by Copilot, they are inherited by it. If users remain too broadly privileged, if service accounts are poorly governed, or if risky sessions are not being constrained, Copilot simply makes the consequences easier to notice.
This is why CISOs should inspect the basics before broad rollout. Are privileged groups clean? Are guest accounts still hanging around in old Teams and SharePoint sites? Are joiner, mover, and leaver processes reliable enough to remove stale access quickly? Is Conditional Access mature enough to distinguish between lower risk use and risky access conditions? If the identity estate is inconsistent, Copilot becomes a force multiplier for existing weakness rather than an entirely new problem.
Check whether data governance is real or aspirational
Data governance is usually where Copilot programmes become either credible or fragile. Microsoft’s Purview guidance for Copilot and other generative AI applications makes the point that sensitivity labels, data loss prevention, audit, retention, and compliance tooling are part of the control story. In reality, Copilot rollout exposes how seriously the organisation has already taken classification, labelling, retention, and information protection.
If the tenant has weak labelling coverage, no meaningful records strategy, and inconsistent ownership of collaboration spaces, Copilot will not create a neat exception to that reality. It will reflect it back at the business. A CISO should want a plain answer to three questions. Which sensitive information types are already governed? Which locations are still effectively unmanaged? Which high-value content stores would create embarrassment or harm if they became easier to summarise and redistribute? Those answers matter more than generic AI policy statements.
Push for a phased rollout model with evidence
Broad enablement looks attractive because it aligns with transformation messaging, but a sensible security function should push for measured deployment. Microsoft’s documentation emphasises that prompts, responses, and citations are part of the service flow and can be governed through the existing Microsoft 365 security and compliance boundary. That gives teams a practical route to pilot safely, observe real behaviour, and refine controls before the estate scales out.
A phased approach lets teams answer real operational questions. What kinds of prompts are people actually using? Which departments surface weak permissions first? Are users sharing AI-generated content into the right channels or creating fresh governance problems? Are audit and compliance teams confident they can investigate AI-assisted work when they need to? A pilot should not only test value. It should prove that the organisation can explain and defend how the service is being used.
Make leadership own the trade-offs
One of the most important questions for a CISO is not technical at all: who owns the risk decision when pressure builds for wider rollout? Copilot adoption often sits between productivity ambitions, security caution, compliance expectations, and end-user demand. If no senior owner is willing to define the acceptable control baseline, security teams end up carrying the argument without the authority to settle it.
The strongest rollouts are usually the ones where leadership is willing to say, in plain language, what must be true before scale is acceptable. That might mean minimum sensitivity labelling coverage for specific business units, Conditional Access policies for unmanaged devices, a review of SharePoint exposure, or named ownership for sensitive information stores. This is not about slowing the programme for the sake of it. It is about making sure the organisation understands that Copilot readiness is not just a licensing question. It is a reflection of how disciplined the Microsoft 365 estate already is.
